The Essence of the Right of Inquiry of the Provincial Regional House of Representatives in the Oversight of Governance Within the Jurisdiction of South Sulawesi

Abstract

This study examines the essence of the hak angket (right of inquiry) of the Provincial Regional House of Representatives (DPRD Provinsi) in overseeing governmental administration within the jurisdiction of South Sulawesi. As one of the highest supervisory instruments granted to the DPRD, the hak angket serves as a constitutional mechanism to investigate alleged irregularities, policy deviations, or governmental actions that may contradict statutory regulations or the public interest. Through a normative and empirical approach, this research analyzes the legal foundation, procedural implementation, and practical challenges encountered in exercising the right of inquiry at the provincial level. The study finds that although the hak angket is intended to strengthen checks and balances and ensure accountable governance, its effectiveness is often constrained by political dynamics, institutional capacity, and the interpretation of legal norms. Therefore, strengthening legal certainty, institutional synergy, and political commitment is crucial to optimizing the supervisory role of the DPRD in South Sulawesi.
