Abstract

Hue City, the cultural and educational center of Central Vietnam, is facing an increasing migration of high-quality human resources (HLHR). This article analyzes the causes, impacts, and proposes policy directions to retain and attract HLHR. We use document analysis, statistical data, and expert interviews. The results indicate that income disparities, career opportunities, and social infrastructure are important factors leading to migration. The impacts include the lack of creative human resources and increasing regional development disparities. From there, the article proposes policy solutions on infrastructure, technology, and career support to retain and attract intellectual human resources for Hue City, Vietnam.
