Abstract

The presence of a sea fence, which is the initial stage of reclamation, will not be problematic if its benefits are widely felt by the community. The sea fence case in Tangerang, Indonesia, has met with widespread public opposition, as it harms fishermen and damages the coastal ecosystem. Furthermore, the construction process was not transparent and included administrative violations. Digital media coverage of the case has generated strong public participation, prompting the government to adopt policies to meet the community's demands. Public participation through digital media provides an opportunity to express public attitudes and opinions on sustainability, which, if implemented on a large scale, can have a positive impact on change.
